The Founding Manifesto

The Vision Cinema International Biennale is founded upon the conviction that the artistic evaluation of cinematic works is an evolving process that cannot, by its very nature, be considered complete at the moment of a film's initial release. As time passes, new layers of meaning emerge, aesthetic structures become more apparent, and creative qualities often overlooked during a work's first reception reveal their full significance.

Guided by this conviction, the Biennale provides an independent cinematic and critical platform dedicated to the re-examination and discussion of films through renewed artistic and critical perspectives. It is founded on the belief that artistic value cannot be reduced to a film's initial reception, immediate commercial success, or contemporary critical recognition. Rather, it evolves through the passage of time, the accumulation of critical knowledge, the development of analytical methodologies, and the plurality of interpretive perspectives.

The Biennale embraces the entire heritage of world cinema across all historical periods and artistic forms—from silent cinema to the most contemporary cinematic expressions—without chronological or technological limitation.

Eligible works are not required to have been critically or commercially overlooked, nor are previously awarded or internationally recognised films excluded from consideration, provided that objective grounds exist for their re-evaluation or for revealing artistic, intellectual, or historical dimensions that did not receive the attention they deserved upon their original release.

To ensure fairness, plurality, and institutional independence, the Biennale employs a multi-track evaluation system whose procedures and levels of recognition are defined in the System of Artistic Recognition and Evaluation.

Furthermore, the scope of re-evaluation is not limited to the film as an integrated work alone; it also extends to its individual creative components whenever, in accordance with the Biennale's evaluation criteria, they are found to have made an exceptional artistic contribution worthy of rediscovery and recognition. Such components include—but are not limited to—acting performances, cinematography, editing, original score, film song, choreography, sound design, production design, visual effects, and all other creative achievements that the passage of time may reveal to have been far more influential than they appeared at the time of their original release .

We do not seek the most widely distributed films; rather, we seek the films and cinematic achievements most deserving of rediscovery and equitable recognition.

The Biennale maintains complete neutrality toward all political, religious, and ideological affiliations. While respecting all religions, beliefs, and universal human values, it recognises that participating works express exclusively the artistic and intellectual vision of their creators, within a framework that upholds human dignity, freedom of artistic expression, and cultural responsibility.

The Vision Cinema International Biennale is an independent cinematic and critical institution dedicated to the artistic and critical re-evaluation of films that merit renewed consideration in light of evolving critical thought, changing cultural and artistic contexts, and the accumulation of historical perspective.

The Biennale provides an institutional framework for revisiting cinematic works whose renewed examination reveals aesthetic, intellectual, or historical dimensions that may not have received adequate attention at the time of their original release.

To promote a culture of thoughtful critical inquiry and to restore attention to films and filmmakers whose artistic contributions deserve renewed recognition, regardless of their original reception, commercial performance, or media visibility.

Frequency & Host City

The Biennale is held every two years in Alexandria, Arab Republic of Egypt—one of the earliest historical centres of cinematic activity in the region and an enduring crossroads for cultural dialogue—serving as an international meeting place for filmmakers, critics, scholars, and audiences from around the world.
