System of Artistic Recognition and Evaluation Tiers

Article I: Philosophy and Tiers of Artistic Recognition

The Vision Cinema International Biennale does not adopt the concept of "win or lose" as the sole basis for evaluating cinematic works. Rather, it operates on the firm conviction that artistic value can transcend the circumstances of a work's production, the timing of its release, or its initial critical reception.

Accordingly, every film that successfully passes the preliminary selection stages earns institutional recognition of its merit for artistic and critical re-reading—standing as a work worthy of contemplation, discourse, and re-evaluation.

Grounded in this philosophy, the Biennale adopts a tiered framework for artistic recognition and institutional appreciation, structured across four independent and complementary levels, under which certified international certificates, accreditations, and official laurels/logos are awarded:

 

First: Vision Official Selection

This designation is granted to films that have passed the initial screening and selection phases, and have been formally recognized by the selection and reading committees as authentic works deserving of critical re-examination and open artistic debate.

 

Benefits and Privileges:

 

- Official Selection Certificate: A formal document signed and certified by the Executive Management and the Artistic Director of the Biennale.

-            Official Accreditation Laurels/Logo: The absolute right to feature the official credential logo

            Official Selection – Vision Cinema International Biennale

           on all promotional materials, key art (posters), and trailers, both domestically and internationally.

 

rogrammatic Inclusion: The screening of the film within the edition’s official program across the accredited venues of the Biennale in Alexandria, accompanied by access to associated panel discussions and critical Q&A sessions.

 

Second: The Vision Elite 50

 

This list represents the artistic pinnacle of the edition, featuring only the top fifty films selected from among all officially chosen works following multi-stage, in-depth evaluation. Reaching this shortlist constitutes a high-level international recognition of the film's artistic merit, irrespective of whether it secures a competitive award.

 

    Benefits and Privileges:

 

-       Certificate of Artistic Excellence: A prestigious protocol document awarded to the film’s director and producer.

-       Critical Rediscovery Dossier: An official critical report drafted by the International Critics Committee, outlining the aesthetic, intellectual, and historical reasons warranting the film’s critical rehabilitation. This document is officially handed to the filmmakers to become a permanent part of the film's archival history.

-       Archival Documentation: The inclusion of the film in a dedicated chapter within the "Official Catalogue of the Edition," as well as in the Biennale’s digital and print archives, featuring its accredited critical studies.

 

Third: Special Vision Honors

This level represents the highest degree of non-competitive institutional recognition. Special Honors are bestowed upon cinematic works or luminaries that have left an extraordinary mark on the history of cinema, or upon works whose artistic value has been proven by time despite having faced neglect or underappreciation upon their initial release.

 

 Granting Guidelines:

-       These honors are independent of rankings or competition between films; they are conferred by an autonomous decision based on extraordinary criteria approved by the Board of Trustees and the specialized Biennale committees.

 

-       Certain honors may be withheld in any given edition if the qualifying standard aligned with the Biennale’s philosophy is not met.

 

Key Honors Include: (Cinematic Immortality Award), (Late Discovery Award), alongside other extraordinary citations and honors approved by the Board of Trustees in the future.

 

Fourth: The Vision Awards (Competitive(

-       These awards form the apex of the competitive hierarchy at the Biennale. To uphold the principles of integrity, governance, and transparency, competitive awards are granted exclusively to films included in The Vision Elite 50, following their successful passage through all multi-tiered screening, examination, and evaluation phases.

 

-       This system guarantees that the final competition is restricted strictly to the highest-evaluated works, thereby ensuring jury fairness and the objectivity of results.

 

 

Article II: Governing Principle of the Artistic Recognition System

A film’s non-receipt of a competitive award shall not, under any circumstances, be construed as a negative judgment on its artistic or aesthetic value.

The Vision Cinema International Biennale maintains that critical judgments are relative, artistic readings are multifaceted, and time remains one of the ultimate arbiters in vindicating art. Consequently, the mere inclusion of a film within the Vision Official Selection or The Vision Elite 50 constitutes, in itself, an independent form of international recognition and elevated critical appreciation, becoming a permanent entry in the historical annals of the Biennale.
